How can I make the whole note rest stay in the middle position of its selected measure?
The measure on the right is the one I'm trying to figure out. I want to the whole note rest to stay in the center of the measure like the measure on the left. This situation happens for any measure I edit, but want back to normal.

As the article explains, measure rests are different from whole rests. The measure rest is there by default,; the whole rest is there only if you explicitly enter it. So, the real solution here is, don't enter whole rests where you really want measures rest - just leave the measure empty. It's easy enough to fix this mistake later, though. Just select the measure containing the whole rest and hit Delete to make it empty again.
