If you want to delete a beat (note or rest) from the system, selecte, press Ctrl+Del
The answer completely depends on what that note or rest is doing there and what you want to see happen instead. You want the replace the note with silence? Replace the silence with a note? You want there to be fewer beats in the measure than the time signature calls for? What effect do you want there to be on other staves?
