MuseScore synth output broken

MuseScore Synthesizer menu disabled, can't play any sound. No method posted in https://musescore.org/en/node/96811 works.

OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.6.2.548021803, revision: 3224f34

I/O PortAudio drop-down menus are all empty.

All empty seems to indicate that MuseScore is not able to access your sound device at all. Make sure that windows hasn't set it to "exclusive access" and thus no other process is locking it away.
