Dear Office Manager:

I have used your software to create new scores before, and the create a score icon appears to be missing from my musescore website. Would you be kind enough to let me know the steps I must take to again utilize your music score software?

Pardon? What "Create a score" icon, and on what website?

Just start the MuseScore progrem on your PC (Windows, Mac, Linux), create your score there, and then use Save online to store it on musescore.com (this here is musescore.org BTW)
