Section break pause should occur after section has completed

If you apply a section break then the pause is being applied immediately rather than after any internal repeats & jumps have completed.

In the example below, a three second pause is applied immediately at the end of the measure rather than after the Fine (which occurs earlier in the section). The result is a pause in the playback of the section, rather than a pause between sections.
