Can't launch Musescore 3 - LoadLibrary failed with error 126

I have attempted to launch the 64 bit version of the App on my Windows 10 machine multiple times and at launch I get the error message “LoadLibrary failed with error 126: The specified module could not be found.“
Have tried downloading both from your website and from Microsoft store with same problem.
My PC tech person tried to figure out why the message. He questioned what version of Visual Studio C runtime is required for this application.
I had no issues before, but did an update of my video drivers which had some issues in the refresh and afterwards started getting the error. We fixed the update but still cannot get the application to load.
We tried checking the compatibility settings and that generated the error message as well.
