Missing note, rest ... selection upon opening, how access tutorials

I'm a newbie - Upon initial installation after top lines starting File, then plus sign the 3rd line had a selection of notes, rest symbol etc. This is now missing when I open a new file. I have tried reinstalling Musescore but this selection is still not available. Also I would like to be able to access the tutorials. I have selected show tours, however no options come up.

I'm looking for some direction here please.
