musescore.com doesn't let me log in

if i open the login page normally (https://musescore.com/user/login), there's no login form, it just says "Access denied(403)".
but if i open the page with a vpn, it shows the form and i can log in.
i just wanna know why can't i log in with my own ip? i could totally do that 3 months ago but now i can't.

(my ip belongs to Iran)
