Based on how consistently it's used, it does indeed to be deliberate. Whether they literally meant shorter than normal or something else is another matter - I note many of these chord are arpeggiated and that's kind of nonsensical. Could be intended to be more like a marcato accent.

I'd use the staccatissimo, it's the closest and there is at least some chance it was what was intended.
