Fine Trouble
Does anyone know how to get the "Fine" in measure 18 to work?

You want the Fine to stop at the 1st quarter of that measure?
That won't work, you'd need to split the measure for that (and shorten the volta)

A Fine marking only works at the end of a measure. You can solve your situation by removing the Fine, actually splitting the measure (Tools menu), exclude the 2nd part from measure count (Measure Properties).
Then re-add the system break and the dashed barline and a Fine marking.
