Confused about copyright ownership
I'm using a section of Jig 2 in the current cadence I'm writing, the Arrangement by Gabe Beebe states that it is None (All Rights Reserved), however I am confused as to whether I am still permitted to use a section in my own cadence as the original Jig 2 isn't created by (s)he?

Probably, yes.
If you composed the music, you own the copyright. If someone else composed the music, then it doesn't matter who else arranges it or enters it into MuseScore- the composer still owns the copyright. Whether or not you can use a portion of their copyrighted work in your own work depends on many factors such as what country you live in, what country the people you will distribute your work to live in, how much of the music you use, whether you obtained permission first, etc. You'd really need to consult a lawyer who specializes in your particular country's copyright laws to help you sort through all that.
