Customised toolbars
It would be very helpful if toolbars could be, customised/new toolbars created, where it would be possible to display for a user to display hers/his/their most commonly used options in the palette.
I personally would like to have beaming icons readily available in a toolbar.

Toolbars can get customized already. But not with arbitrary icons or elements from the palettes.
You can however create a palette 'my favourites' or some such

I know about customised palettes. I wanted to customise a toolbar as in accompanying image

Could you please elaborate on any perceived advantages of your customized toolbar over a customized palette?
You can keep open a customized palette and compress its width into a single column. So instead of a single row at the top of the screen - as shown your customized toolbar image - an open customized palette will display your favorites as a single column on the side of the screen.

Possible very-dirty workaround is to create a dockable plugin. While you can't combine that with existing toolbars, you can dock it to the bottom of the existing toolbars as an additional one.
