Emi(ma9) would be accurate, but a bit overly-specific since the ninth is understood. Emi(ma7) is at least as appropriate for most real world situations. Emi9(ma7) might be understood eventually but is kind of awkward and non-standard and would likely lead to reading errors - first you suggest they play a regular 7th then change it to a ma7.
