guitar chords

I ckick Ctrl + Shift + drag and it still won't let me drag a new guitar chord to the palette box as a matter of fact doesn't let me drag at all

Hold down Ctrl + Shift on your computer keyboard. Then (still holding Ctrl + Shift) click on the fretboard diagram in your score and drag to an empty spot in a palette. The fretboard diagram doesn't move but the mouse cursor will change when you get on top of the palette where you wish to drop the diagram.

Boy why does this have to be so hard to explain: Here's a step by step what I'm doing. 1. 1st I click on a chord like a B chord 2. I click F8 to load the inspector I'll change the B chord to Bb 3. I click Ctrl + shift + drag while I'm holding that down I'll hover the mouse over over the chord and try to drag. 4 When I try to drag the whole chord over it will not let me drag at all there's a little red circle with a red line inside the circle that will not allow me to drag. I can drag when I'm not pressing the keys but it just disappears underneath the palettes. There is some kind of issue in the interface musescore 3.62. My computer windows 11 laptop

It's totally normal that you would see the "can't drop yet" symbol while dragging, until you reach a place where you can in fact drop. Either another note or rest, or a palette cell.

If you continue to have trouble, please attach your score here and describe which specific element you are trying to add you your palette, and make a screen recording using any of the various free tools out there (eg, Screencastify, Loom, etc) so we can see what is going on. But it does work in general, I've done it hundreds of times.
