Prima Volta at the beginning of subsequent Start Repeat Barlines are skipped
I have attached here an example "debug" score made using MS 3.6.2.
If the prima volta is not at the beginning of Start Repeat Barline (e.g. the 8th bar in the example), it is played as expected. The bars in between the repeats are correctly played twice as well.
However, if the prima volta is at the beginning of Start Repeat Barline (e.g. the 13th and 21st bar in the example), the prima volta is skipped. Not only that, the bars in between the repeats are only played once.

You can't just put prima voltas wherever you like - they have to end with a repeat barline. This is not a quirk of Musescore (which is doing exactly what you have written) but part of standard notation. To do what you want read the Handbook section here: https://musescore.org/en/handbook/3/repeats-and-jumps.
