Key Signatures, Articulations, Dynamics, and Clefs not being able to be changed or replaced on the score.
I’m trying to make an arrangement of a song and it’s not letting me change anything that allows you to drag and drop. My clicker doesn’t look like it’s grabbing the options and just looks like the generic clicker. Any advice or help would be appreciated!

It's tough to say, but my guess is you simply aren't waiting until you reach the appropriate target in your score to do the drop - eg, wait until the measure or element in your score highlights.
But aside from that, drag & drop is not usually a very good way to enter things form the palette. Much more efficiently and accurate to select the location you want to add the symbol, then simply click the palette symbol.
