scrunch down size of score

The score for my little 3.5-minute anthem is 22 pages long. One system per page, because of the unique scoring for vocal/choir/vi/vc/piano. There are portions where the choir doesn't sing. Can I take out those staves - for just a portion of the score? and I stumbled upon some tool that scrunched my staves closer together. But I didn't know what I was doing, or how or why, so I turned back. But yes, I want to scrunch them together so I get two on a page. Help, please.
