Repeats are not played if there is a 2. marking above the measure which has the open repeat barline

I have included a MuseScore file to show the issue. I realize that this is probably a fringe case (and I didn't see any like this in the issue tracker) but I do think it's useful to have this functionality working by allowing the repeat to happen, especially when changing measure durations to "complete" a pickup measure.

There are five measures in my example:
1) - 1/3 measure
2) - 3/3 measure
3) - 1/3 measure with a 2. and a start repeat barline
4) - 3/3 measure
5) - 2/3 measure with an end repeat barline

The repeat notated in measures 3 and 5 won't occur because I marked that measure 3 should only play on the repeat. I want it to skip the extra 1/3 in the repeated phase the first time, but I don't want it to skip having a measure to repeat from.
