From the pictures, it appears you want one staff to have a different time signature than the others? This is supported, but as the error message says, you can only make this change if the measures involved are empty. So, set this up before entering the notes.

What exactly doesn't work, you'd need to share the score and a description of what ypu want.
You are apparently using local time signatures, is that really your intention?
Are the measures after the place where you try to apply yet another local time signature change really empty? If not: empty them, just as the error message indicates!

To be clear:
In order to for us to understand and assist, we would need you to attach your score (see the buttons for this right below where you type your comment), and then give precise steps to reproduce the problem - telling us exactly which measure you selected, which time signature you then Ctrl+clicked, etc. And then tell us exactly what went wrong.

Niether attachment is the score we've been asking for.
Why would you want a local time signature there?
Is the staff empty till its end?
If you want some staves to have a different time signature than others, this is possible by holding Ctrl, but as the message explained, all of the measures involved have to be empty. If you believe they are in your score, we need you to attach the actual score (not just a picture of it) in order to assist.
