Unconsolidate rests

I keep running into this. I insert measures somewhere and they are consolidated into one measure with the number of however many measures I added. I want to continue writing and not have to keep pasting measures into the consolidated measure to break it up. How can I add rests that are a string of measures instead of consolidated? I would prefer them to be measures with rests being whatever the predominant value I am writing in in them.
