How do you make the staves and notes larger?
I arranged a work for orchestra and I'm being told that for the individual parts the notes are too small. Can I make the staffs larger?

Under Format -> Page properties, increase the staff spacing value. https://musescore.org/en/handbook/3/page-settings
The default size, though, should be plenty big really, unless you've changed something in your settings. Best to attach the score so we can make sure there isn't a problem that needs to be solved first.
