You can add quarter-tone accidentals from the palette. They show up in the score, but the pitch on playback is not changed!

Don't use the symbols from the master palette / symbols.
Above your score in the note input bar are accidentals. Select a note and click an accidental.
Or select a note and press the up or down arrow key.
Indeed quarter tone accidentals don't influence the pitch, see #281507: Add playback support for microtonal accidentals.
There are several plugins that tweak the notes' tuning depending on the accidentals
