does not add rests/cannot add notes to bar after changing beats in bar in bar properties

Musescore 4, unlike Musescore 3, does not add rests/cannot add notes to bar after changing beats in bar in bar properties. e.g., if i have a bar in 3/4, but it has come up as 2/4 because of scanning/musicxml reasons, or I have made it 2/4 to account for a pickup bar, if I change it to 3/4, I no longer get rests added to the end of the bar, and i cannot add notes to that bar. The bar does change in width to accommodate the extra notes, but none can be inputted.
