1) Add Bass Clarinet
2) In 4 measures add respectively a Whole note, Half note, Quarter note, and Eighth note
3) Mark all of them as staccato
4) Play from the beginning
They all sound the same

I tried this and it sounds fine to me. More info about your setup might help.

I was comparing it with the Tuba staccato sound.
In the Tuba, if the note lengths are different the staccato sounds different.
However, in every instrument I tested (not that many to be honest) the staccato sounds the same regardless of note length.
So either it is intended for the Tuba staccato to behave differently than every other instrument or the Tuba staccato is the one with the problem.
