Custom order in MuseScore 4
I like to write pieces for ensembles that do not use the standard ordering of instruments, so I select "Custom" as order in the instrument selection menu. When I do this, it still tries to arrange the instruments in a standard orchestral layout. Fixing this order is a not a big task but still incredibly annoying, especially when you're looking forward to composing something and then have to rearrange all the instruments.

Have you tried using a Template?
Once you have set up the order, save the score as a template. You can then start from that template rather than from the instrument selection menu.

I think a template is only meaningful if the OP uses that order often. Sounds like each time they start a score, the order might be different. Interesting that MU4 won't honor the order that instruments are added in Custom.
That shouldn't happen; I think it's a bug. See https://github.com/musescore/MuseScore/issues/14709, which I think is the same thing.
