Change time signature on one save

I need to change the time signature in a trio sonata for just the violins from 3/4 to 9/8.

I have read that you need to use CTRL+Drag the required time signature(9/8) to the stave but this fails because, allegedly, the bar is not empty. I have removed all bars to the end of the piece, re-added the bars, tried again, etc, etc, but nothing works.

Any suggestions as to how to achieve this?

Are you dragging the "local" time signature to an empty measure? Just to make sure you are not dragging it onto the existing time signature.

If so, what error message do you get?
And can you share the score (or partial score)?

Thanks for the response.
I'm not sure what you mean by the "Local" time signature, I'm holding CTRL and dragging a time signature from the TIme SIgnatures palette.
I have created a copy of the score for you. See bar 166.
Today I dragged the time signature across but it has inserted it in every stave.
Yesterday, when I dragged the time signature across, I got a message stating that it could not insert the time signature as the bar was not empty - not a very helpful message as I had only just inserted a completely new set of bars having deleted all trailing bars.
