unable to change local time signature due to present "part scores"
hi after dealing with my score being corrupted due to changing the local time signature, now i'm unable to change the local time signature at all. any help appreciated thanks.

This is a known limitation currently - see https://github.com/musescore/MuseScore/issues/18089. Looks it was recently marked highest priority so I'd expect a fix in a coming update.

Thanks for the reply. So there is absolutely no way to solve this? And when would the next update happen?

No known workarounds, no, although perhaps someone could figure out a way by actually removing the parts from the MSCZ archive using a ZIP tool.
As for when a fix might happen, there is no specific schedule. Most likely there will be a 4.1.1 soon to address some crashes and other recent regressions in 4.1, but new features probably not until 4.2, maybe around the end end of the year or so.
