How do you stop instrument changes from affecting grouping of multiple measure rests in part scores?

I have a full score where the front ensemble switches to cymbal. On my winds score and parts, I do not want the multiple measure rest groupings to be affected. It should be 5+4+4 for the groupings of rests before B. Thank you for any help you all have!
