Staff-to-staff spacing
Why is the staff-to-staff spacing so large on pages 8 and 9 of the attached? How can I make them like the rest of the pages? These large pages seem to prevent auto-pan form working.

Probably because the music requires ledger lines above and below the staves on those pages. There are many ways to get two systems per page. In the attached I reduced the size of everything a little by changing the stave space scaling to 1.65 rather than the default 1.75. You could instead or (as well) try reducing the top and bottom margin sizes.
I also added a stave space on the final page to make that final system take only half a page.
