Incomplete Measure Value Relative to Time Signature

Re: MS 4.1.1.232071203 running on Mac OS Sonoma 14.1.1
In my score set to 3/4 time, in measure 35, I only can insert two quarter notes or one half note when the program skips to measure 36 to add the third quarter note value. ALL other measure values to that point are consistent with the time signature. The same issue occurred in a previous score with a different time signature I was attempting but I ended up deleting it.
