Why is 1 bar taking up the whole page?

When I add notes into bar 15, all of a sudden bar 20 changes itself to take up the whole page. Does anyone know why this happens and a solution? I have linked the extract from my score below.

On page 3 there is a system break, the light gray "Return" sign at the top left of the page. Select it, delete it and you're happy!
