Why does the clarinet stop not let me write to the low e below the staff, as if the clarinet isn't able to play these notes? It most certainly does play in the chalimeau register. Is there a change I can make in the settings somewhere to make these notes possible?

Musescore does not stop you from entering a note just because it's outside the playable range of an instrument, at most it will be coloured in yellow/red. (But in the case of a low E for the clarinet it shouldn't be the case anyway)
What exactly is happening when you say Musescore stops you from entering those notes? Can you give us the exact steps to reproduce the issue?
