tempo "hickups" (unwanted stops & starts"
The playback is fine up to about bar 68, then the tempo
begins to stop & start terribly, especially at the 2/4 section.
I've tried adding measures at the points where this happens,
putting the notes & graphics into the new measures and
deleting the old ones, but that seems to sometimes move the
problem and sometimes doesn't fix the problem at all.
I've been working on trying to fix this for over a week with
no success. Any suggestions?

Played fine for me until page 27. But there was only a tick of a hesitation. And I couldn't reproduce it. I know that doesn't help much.
As an aside, you can define accel. with a line after to get the speed you want.

Have you checked that your PC meets the System Requirements https://musescore.org/en/download#System-requirements
My PC doesn't meet those requirements and manages to play scores in MU4 with not too many instruments (wind quintet say), but hiccups and stutters with a full symphony orchestra.
