To he kinder to the musician, write it as a triplet quarter + eighth on beat 4 tied to triple eighth + quarter on beat 1.
I think that the answer is "no". But even if it's "yes", I agree with SteveBlower's opinion!!!

It can be faked by adjusting the measure lengths to make it 5/4 followed by 3/4 (or vice versa) and adding a visual only bar line, but where you put that bar line is a bit of a puzzle. And reading it is even more of a puzzle.
