keeping three systems on every page rather than three on most and a couple with two?

I'm working on a rather long piece, thirty minutes, with thirty-three pages (with three blank at the end) of music. I've placed three systems on most pages. On pg32 Musescore will only allow two systems and then three again on pg33.
Why is that?
And how do I fix it?
