Can I use another arrangements drum feature?
Can I use a drum feature from another arrangement of a song in my own if its not distributed publicly but rather in a controlled group? It's for a personal arrangement of sonic boom for stand band.

If it's just for personal use, (i.e. not shared), then there is no problem; otherwise you need permission from the copyright holder. If MuseScore have a licensing agreement with the copyright holder then you can upload the score to musescore.com and share it.
