1 Create a new score from scratch
2 Insert a text frame from Palette:
Frames & Measures - Text frame --> frame appears --> but no text entry is possible.
3 Insert a text frame from Menue:
Add - Frames - Insert text frame (at any place) --> works fine

When you add the text frame from the palette you have to double-click the frame before text can be added.
Git fab62be, Windows 8.1u1 64-bit.
Insert from Palette - well - the borderlie gets dark after a double click- but I can find no cursor for text entries.
Edit element has no function.
If added from Menue - no click is required - borderlines are pale - but cursor appears.

Right-click and select Edit Element? When I double-click the frame, the cursor is right at the beginning (left-side) of the frame. Just start typing after double-clicking and see what happens.
What OS & MuseScore revision?
I can open your sample file, double-click and/or Edit Element on all of the frames, and add text.
