Package repo for Fedora not available
I followed this docu: https://musescore.org/en/handbook/3/install-linux#Fedora
Yet it doesn't seem work:
root-> rpm --import http://prereleases.musescore.org/linux/Fedora/RPM-GPG-KEY-Seve
curl: (22) The requested URL returned error: 404
error: http://prereleases.musescore.org/linux/Fedora/RPM-GPG-KEY-Seve: import read failed(2).
It looks to me as if the import URL is not full. Or am I wrong and it's invalid / offline for some other reasons?

http://ftp.osuosl.org/pub/musescore/nightlies/ redirects to http://ftp.osuosl.org/pub/musescore/nightlies/ but http://ftp.osuosl.org/pub/musescore/ that doesn't have any prereleases (anymore?) and also doesn't have anything newer than MuseScore 3.2.3. And the URL you tried redirects to some entirely different site...
Maybe http://ftp.osuosl.org/pub/musescore-nightlies/ helps? It doesn't see so.
For now I've removed that section from that handbook page
But you should rather be using the AppImage provided by musescore.org's download page
