trouble with measure spacing
i want to fit like 11 rows of measures into a page and idk how to do that, any help would be greatly appreciated

Why 11 rows exactly? Given that the title frame already takes up space, the next page won't be able to contain the same number of systems/rows. The layout of your score is correct, but on 4 pages.
If the idea is to reduce it to 3 pages (?), go to menu Format / Page Settings, and simply reduce the scaling (Staff Space e.g. to 1.550mm, instead of the "default" 1.750mm). See the result: 1Bistro Latino_0.mscz
