i cant add fretboard diagrams to an empty bar i have to add a note first the add it can you fix this

Attach it to a rest

Select the measure, click the fretboard diagram on the palette, e voila, no note needed
Or drag a fretboard diagram new a measure and see the anchor lone showing between it and the (full measure) rest, then drop it
