Corrupt measure puzzle

Since transitioning to Musescore from Guitar Pro, I run into a lot of corrupt file issues. Some I can solve, and some of which I cannot figure out what is wrong. I recently received this error on save, "Incomplete measure: Full score, measure 167, staff 5. Found: 33/24. Expected: 4/4." (see attached picture)

From a simple time analysis of voice 1 (only voice), the measure appears to have two extra rests. It should only have a half rest and not the quarter and eighth rests. I cannot figure out how to delete the extra rests. Editing scores in MS has been challenging for me.
