ending "volta" not copied down the staff

When I add a second ending, it copies on the first staff. I can select and drag the duplicate but it pushes down the staves when I attempt to drag it past the second staff down to the third staff. I tried adding a measure after it but that didn't help. Also tried the 3rd ending volta with same results.

Haven't figured out a workaround. Ideas?
