Is there any way to create this kind of tempo marking?
I'm copying down music I found online and I saw that it has this tempo marking but I don't know how to create this. I would appreciate the help please.

In short, add a tempo (or any) text object and use the special characters option to add the desired notes.

Why would you have [sixteenth note] = [sixteenth note] as a glyph??? Wouldn't that simply mean (something like) 'tempo unchanged'???

This is very common when changing the meter i.e. from perhaps 12/16 to 2/4 to indicate the length of the 16th note remains the same eventhough the meter has changed. Depending on the change of the meter, it actually changes the tempo as well.
