The typical "coda doesn't work" situation
So I use Musescore 4 and I have a "to coda" at bar 19, and a coda sign at bar 38, but from the bar 19 it just goes on to 20. If someone could please help...?

Both, To Coda and Coda are just jump markers, they need a jump instruction like D.C. al Coda, or a Segno and D.S. Al Coda

I do have a D.S al Coda and from there it does jump to Segno. But at bar 20 I have a repeat sign and now it keeps repeating from 5 to 20 all over and over again... I've never seen this before?? 😂

Score needed, but in general jumps are taken only on the last found of simple repeats, unless you set the option to take repeats too in the jump instruction's properties

Problem solved by basically updating, such a fool 😅
