I have read the manual. I guess I am not fully grasping the rules. I will see if entering all the notes on the staff and the try and move every other note to the lower staff.

Here is the exact example I am trying to notate.
The key commands do work as expected.
Command shift arrow down does not work
Option shift arrow down only moves note heads.
I must be missing something.

N - Enter note input mode
3 - Set duration to sixteenth note
+ , G - Enter a G#
This G# may be entered in the correct octave, depending on what the previous note was. If it is not, then press Ctrl+Up or Ctrl+Down to move it to the correct octave.
+ , Shift+D - Add a D# to the current chord
+ , Shift+G - Add a G# to the current chord
Now we have completed the first chord. We begin the next chord by entering only the note, without Shift.

Notice that the B natural is in the wrong octave; MuseScore Studio simply selects the nearest B natural to the previous note (the bottom note of the previous chord).
Ctrl+Down
Ctrl+Down - move the B natural down two octaves
= , Shift+C - Add C natural to the current chord
We now have the notes of the first two chords. However, the second chord is still displayed on the treble clef rather than the bass clef where we want it. The C natural is still selected (from having just been entered), so press ...
Ctrl+Shift+Down - Move the current chord to the lower staff.
N - Exit note entry mode
Select the pair of chords. Ctrl+C (Copy) them and Ctrl+V (Paste) them onto each subsequent eighth rest to fill the measure.
Notice that the whole rest still appears in the bass clef, because there are no notes actually in the bass clef. The notes that are there are actually in the treble clef. Select that rest and press V to make it not "Visible".
N.B. If you are on Mac, I believe (???) that you'll use the Cmd key rather than the Ctrl key.

Holy Cow - That worked - A example of this should be in the Manual. I knew I was either over thinking the
way to do this or just blind to the sequence one must follow.

I Spoke too soon -- I created the cord on test staff and it worked. I tried to copy and paste it into my score and lost the formatting.

You could also try this:
Enter the first chord. Enter the second chord down an octave already. Run the cross-staff routine on the second chord (one note is already selected so all you do is run the routine). Range select both and hit "R". Range select all four and hit "R" as needed.
It just depends on what works best for you.
