Centering rests in voice 2
I don't remember how to center the whole rests of the second voice of the staff, particularly when the first voice is actually just a cue for a different instrument.

The whole-measure note has become a 4-beat note which goes to the front of the measure.
Set up a shortcut to exchange Voices 1 and 2 and assign it to, say [Ctrl] 1. Now when you need to restore a whole-measure note you click on the measure and do [Ctrl] 1 1 to flip voices twice and restore the whole-measure rest in the process,

Use selection filter (https://handbook.musescore.org/basics/selecting-elements#excluding-elem…) to select the second voice only if it so happens that the first voice does not follow the rhythm convention and you want to keep it that way.
Or Ctrl+Shift+Del or Ctrl+Shift+Backspace.

Definitely just use the command: "Insert Full Measure Rest" found in the shortcut list while in voice-2 (note-entry or not doesn't matter) at the start of a measure, as PhysNoval mentioned.
It only works if there are no notes in that measure of that particular voice though, and only if you're at the beginning of the measure (if there are other rests, user needs to select the first rest first). Personally (no one asked...), I think it should just wipe all notes/rests out of the selected voice no matter where you are in the measure - since it's such a peculiar function, but whatever.
