have link set to a filenname.mscz but all that downloads is text garbage

And when I click on the link it doesn't give me the filename.mscz file. but gives me a whole bunch of this.... is there a way to do this and get the actual file?

That is the actual file. You need to modify your webpage to either launch MiseScore or save the file or deal with it as a zip file and not treat it as a text file and open it as text.

What I'm attempting to do is make 80-100 accompaniments of 19th century operas available. I created them in a different program and exported as musicxml files to import into Musecore.
These are typically very short excerpts. I put them in Musescore .mscz format because students could get Musescore and then download the .mscz file and play it. Obviously that doesn't work.
I would. be a lot of work to make a zip file of each one and that further complicates the process as a student would have to know about unzipping to get to the Musescore file.
It seems to me there isn't an elegant solution and it might be best to abandon my project. :(

That will definitely work. If your students download MuseScore mscz files then MuseScore will play them. Sure, they are in zip format but MuseScore handles this for you. Just make sure that the students have the same version of MuseScore that you are using.
It seems to me that you need to change your html so that the score is downloaded rather than being opened in the browser.
Alternativrly, you could upload them as private scores to musescore.com and then make a webpage that links to these uploaded scores. They will play in the browser and also offer download, like this:

OMG, stop crying like a child, there IS an elegant solution. Simply apply the attribute "download" to the link:
Instead of
<a href="filename.mscz">filename</a>
apply this
<a href="filename.mscz" download>filename</a>
You may also apply a (new) default name for the downloaded score via:
<a href="filename.mscz" download="newname.mscz">filename</a>
if you want to save the file per default with another name than the original name. See also https://www.w3schools.com/tags/att_a_download.asp
I do have this in my webserver's config (actually in a .htaccess file in the root dir):
AddType application/x-musescore mscz
Or leave the files in musicxml format. Make sure students open them from within MuseScore.
