A partial-measure cut and paste that worked in 9.5 is broken in #2451:

In the example, mark the first two beats in both staves, copy the marked beats to the second (four beat) measure. The result is a selection filling a two beat measure rather than the expected: a selection in the first two beats of a four beat measure.
