Partial measure copy/paste broken (0.9.6 regression)

Steps to reproduce bug
1. Create a new score for piano in 4/4 time
2. Add two notes to the treble staff, measure 1
3. Add two notes to the bass staff, measure 1
4. Select all four notes
5. Edit > Copy
6. Click on measure 2
7. Edit > Paste

Expected behavior: Measure 2 should look identical to measure 1

Actual behavior: Measure 2 is missing the last beats of the measure
