Is there any way to remove the measure line when putting an accent in the "A" position above the measure? Also, how do you move an accent horizontally?

The plugin only works with MuseScore 1.3 and earlier, so I'll assume that's what you mean (elsewhere, you refer to trying nightly builds of 2.0; I'll respond there on that topic).
The way I know to get notes to "float" above the staff would be to enter them at a position where there is no ledger line, then double click them one by one and move them up with the arrow keys. That's also how you move things horizontally.
